
Frances M. Flores was elected May 3, 2025, to Place 4 of the Floresville City Council. City council members serve two-year terms, representing the interests of the entire city at large. Members work alongside the mayor to adopt ordinances, establish policies, and make key decisions that guide the city’s growth, development, and quality of life. In addition to participating in city council meetings, they engage with residents, attend community events, and represent Floresville in various civic and regional matters.

- Bachelor of Arts in Human Resource Management from the University of the Incarnate Word
- Master of Business Administration (MBA) from the University of the Incarnate Word (2025)
- Over 19 years of dedicated public service at the largest municipally owned electric and natural gas utility in the United States
- Current Manager of Records Management, previously held roles including Legal Secretary, Paralegal, Compliance & Ethics Analyst, Senior HR Generalist, and Business Relationship Manager
- 10 years of experience as a paralegal, with strong knowledge of legal processes, compliance, and governance
- Councilwoman Flores is actively involved in a range of professional and community organizations. Within the utility, she previously served as Communications Committee Chairperson from 2017 to 2019 for the Hispanic Organization for Public Employees (HOPE). She is also a longtime member of Women Empowered (WE), another employee resource group, where she served as Presentation/Speakers Committee Chairperson in 2017, President in 2018, and Ex-Officio Board Officer in 2019. Councilwoman Flores continues to serve as a member of both groups. In 2019, she was the Membership Board Director for the Women’s Energy Network (WEN). Her commitment to mentorship is reflected in her time as a mentor for the Business Careers High School Mentor Program from 2018 to 2020. Locally, she served as the Social Media Chair for the Floresville High School Tigerettes Booster Club during the 2022–2023 school year and was an active member of IEmpower from 2019 to 2023.

She is committed to financial responsibility, serving as a responsible steward of taxpayer dollars by promoting clear, conservative, and well-managed budgets. Councilwoman Flores also prioritizes economic development by supporting local businesses, attracting new industries, and creating opportunities for job growth while maintaining the small-town charm that makes Floresville special. Additionally, she places a strong emphasis on public safety, working to ensure that police, fire, and emergency services are well-equipped and fully supported to protect and serve the community effectively.
